UNAPPROVED MINUTES


Loch Duich Community Council
Meeting held in Inverinate Community centre
Thursday 4th Sept 2008 at 8.00pm

Minutes of previous meeting were approved.

Police Matters
Berwyn welcomed PC. Hansen to the meeting.
Travelling People – there had been several complaints about the travelling people camping at Allt Dearg Cemetery car park - blocking the car park for those wanting to visit the cemetery, dog fouling, litter etc. Both Biz and Audrey had been involved in trying to find ways of moving the group on. PC Hansen explained some of the law re. dealing with travelling people and confirmed that the group had left that morning. Highland Council had then, very quickly, come and cleaned up after them.
Traffic Control, Kyle – There had also been complaints about double parking, vehicles abandoned on pavements etc. in Kyle. PC Hansen confirmed that contact had been made with Portree to see if Kyle could have the services of a traffic warden for a couple of days a week during the busy summer period. (PC Hansen was then thanked, and left.)

Chairman’s Report
Carr Brae Mast – no progress.

Matters Arising
Raising of agenda items – Berwyn suggested that it would be best for members to the main points of any item raised on the agenda in writing, so as to make the secretary’s job a bit easier when it came to minutes & correspondence.
Highland Small Communities Housing Trust AGM – Brerwyn to attend and try and raise the problem of complicated paperwork when making an application and ascertain the position re. selling plots on the open market if no local uptake.
Planning – the Community Council had received a copy of the plans for the new Lodge at Inverinate Estate, adjacent to the current one. After considering the plans, they unanimously supported them and Marina was asked to write Highland Council planning to confirm this.
West Ross Alliance Growth & Development Project – Biz & Audrey explained that this project has become relevant for our area following ward boundary changes. They suggested it would be a good idea to invite the project officer (Chris Conniff) to a future meeting and get advice on how to attract funding to our area and what developments might be relevant.
Transerv – still no response from Neil Fraser. Biz to supply Marina with email address for Area Manager, Mark Smith, and she would then invite him to a future meeting.
Travelling Expenses – Berwyn was keen for the expenses rate to be agreed but, given Fiona (the treasurer’s) absence decided it would be best to carry item forward to the next meeting.
Outstanding Issues 2007/08 – Marina ran through a list of outstanding issues from the last years agenda. Some had been covered already but two other key points were:-

Community Website – need to develop, market, use the website more.
Scottish Water – need to check if Fiona has any issues she would still like to pursue.

AOCB
Kintail Mountain Rescue ‘Walks in the Area’ book – Ian suggested this be advertised on the website. Marina to email Liz Taylor.
Community Council ‘correspondent’ – need someone to email Marina with issues from Ratagan/Letterfearn/Totaig etc. Marina still pursuing this.
School grass cutting – Teens mentioned that the contractors were not cutting the grass at Loch Duich School often enough and it had recently been left so long that the children had been unable to play shinty on it since they couldn’t find the ball! Also, the grass was not being picked up – causing the problem of cuttings being trailed into the school. This did not seem to be such a problem at Auchtertyre School. Biz undertook to pursue this.
Dornie Playgroup – letter had been received asking for help with fundraising to buy replacement toys, equipment, seating etc. for the playgroup. Up to sixteen, including five children from Loch Duich area, regularly attending. Agreed that cheque for £100 be sent.
Bonfire Night – this was arranged for Sat 8th Nov.
Over 60s Dinner – this had been arranged for Fri 14th Nov.
It was agreed that both of these events would be supported by the Community Council at the next meeting, on request of the Hall Committee.

Dates of next meetings
The next meetings will be on Thurs 2nd Oct and Thurs 20th Nov 2008.
